This map presents the Special Protection Areas (SPAs) with reported breeding areas for birds.
The spatial data on Special Protection Areas were gathered from the HELCOM contracting parties by Lund University, Sweden. In the data, the countries also indicated whether the sites were designated mainly due to wintering or breeding birds in the area. For Denmark, the information was obtained from standard forms for Natura 2000 sites. For Denmark, the data was updated after review process 20 February 2017. For Germany, the areas that were reported as “NA”(=information not available) were included in both breeding and wintering area maps.
Many of the SPAs are both wintering and breeding areas.
For the Baltic Sea Impact Index, the data was converted to 1 km x 1km grid cells.

Data source:
Data gathered from HELCOM contracting parties. Data provided as polygons.
Denmark: Ministry of Environment and Food
Estonia: Estonian Onithological Society
Finland: Natural heritage services, Regional Centers for Economic Development, Transport and the Environment
Germany: Federal Nature Conservation Agency (BfN)
Lithuania: State Service for Protected Areas under the Ministry of Environment
Latvia: Latvian Fund for Nature
Poland: General Directorate for Environmental Protection
Sweden: Lund University, Dept. of Biology
The dataset was approved by all HELCOM Contracting Parties in the HOLAS II Ecosystem component data review process during first quarter of 2017 after corrections from Denmark.
Data quality: The quality of the SPA data can be considered good, but the relative importance of the SPA sites as bird breeding areas may vary. Variation also occurs within sites. Data for Russian areas was not available.
Attribute information: Raster value representing either presence (1) or absence (0) of an SPA.
