Watercourse modification (HOLAS 3)
The dataset contains the location of water course modifications as reported by the Contracting Parties for the period 2016-2021.
The data was made available by HELCOM Contracting Parties in response to a data call.
The data was reported by Denmark, Estonia, Finland, and Sweden.
The use of HOLAS 2 data was requested by Estonia and Sweden.
The activity was declared as not relevant in Germany and Latvia.

The dataset was created in order to update the information for the Baltic Sea Region for the HELCOM Assessments. Data was collected by the HELCOM Secretariat in 2022. The data was reported by Denmark, Estonia, Finland, and Sweden.
The use of HOLAS 2 data was requested by Estonia and Sweden. The activity was declared as not relevant in Germany and Latvia.
National remarks:
Estonia: Water course modifications contain data on canalisation only (locations of waster water outlets to the sea). No new outlets were built during 2016-2021, but some went out of service – therefore the ending year of work is shown in the attribute table, where relevant.
Info on other types of modifications (culverting, trenching, dam, weir) is not available and Estonian data reported for HOLAS 2 for these can be used.
Data are collected from water permits (national database KOTKAS) and national database EELIS. Quality is assured by database owners (KOTKAS: Estonian Environmental Board; EELIS: Estonian Environment Agency).
Finland: The dataset shows water course modifications and includes dams, artificial stream beds, and culverts.
The dataset is based on spatial data extracted from the Vesistötyöt VESTY.
VESTY is a database for reporting construction and other activities conducted in water areas. Reporting is done mainly by ELY Centres.
Sweden: Locations of water course change during 2016-2021 (polygon).
Watercourse changes have been identified through dredging and land claim court decisions or permissions issued by a county administrative board.
Denmark: The shapefiles (point/”punkt”, line/”linje” or area/”polygon”) contain data of approved projects from 2016-2021 regarding land filling and seabed modification (deepening) regarding the Coastal Protection Act § 16 a. There are no distinct categories named land claim and watercourse modification, so the ones could involve land claim and/or watercourse modification were added to the shapefile. All records provided are included in the data.
